It is estimated that one in five youth ages 13-18 have a mental health disorder, and that 50 percent of cases of mental illness begin by middle school age. In order to better serve our students and ensure that we are helping them meet their mental health needs, the Hortonville Area School District offers a comprehensive, school-based mental health program called E3, short for Educate, Engage, and Empower. E3 ensures on-site access to mental health therapy at each school building withing the district, along with mental health screening for all students at Hortonville High School.
One of the first of its kind in Wisconsin, the program was developed in 2016 to address trending data and survey results that showed the need for enhanced student support in the area of social emotion learning and related to mental wellness. Education, prevention, and early intervention are key components to E3.

Emotional Health Screening
The Hortonville Area School District provides free and confidential emotional health screening for all K-12 students.
Screening is key to early intervention and support for social emotional and mental health needs. Students have improved outcomes when emotional health needs are recognized and supported before they become impairing. Free, confidential mental health screening is available to all HASD students. This screening looks for signs that your student may be struggling and helps you decide what care your child may need.
Research shows that early detection and intervention of social emotional impairment significantly improves overall outcomes, including success in school. The American Academy of Pediatrics recommends psychosocial health screening annually. The E3 program makes it possible for every HASD student to access free and confidential screening right at school.
For students in grades K-6, the screening questionnaire is completed by a parent or guardian. The screening includes the Pediatric Symptom Checklist, a brief questionnaire that helps identify emotional and behavioral problems in children.
For students in grades 7-12, an E3 screening questionnaire is offered annually in the student’s regular classroom. This screening tool includes the GAD-7 and PHQ-A, evidence based screening tools that assess symptoms of anxiety, depression, and suicide risk.
E3 screening is available by request at any time throughout the year. School-Based Counseling
As a parent, you want what is best for your child, but it’s not always easy to know what type of support he or she needs. That is why the E3 program is offering confidential mental health counseling for your child and your family conveniently located at his or her school.
Mental health therapy helps your child better understand their personal needs, and helps clients and their families learn new skills to manage life situations or relationships more effectively. Our compassionate, licensed professional mental health counselors help clients develop treatment goals and provide the appropriate support and guidance. We’ll work together to help your child with:
- Depression and anxiety
- ADD and ADHD concerns
- Family and life adjustments
- Grief and loss
- Increased positive behaviors at home and in school
- Improved concentration
- Strengthened social skills and self-esteem
- Self-control and anger issues
- Decreased conflict with family members, teachers and peers
- Any other life concerns a student may be experiencing
How long will my child see the counselor?
The length of treatment depends on your child’s unique needs and goals. Some clients/families may have their needs met in just a few sessions, while others may require more sessions to reach their goals.
How often will my child see his or her counselor?
While the frequency of counseling sessions can vary based on the needs of each child, it is typical for a child to begin with weekly sessions to help build needed trust and comfort in the counseling relationship. Weekly appointments may also facilitate more active progress toward goals. As progress toward initial goals is made, it may be helpful to spread the sessions further apart. Your counselor will discuss what is right for your child as you work together.
Financial considerations
Screening and consultation services are free to HASD students and families. On site therapy services are subject to the same costs that would be incurred at the provider’s community-based clinic site. Treatment is most often covered by a family’s insurance. The provider bills parents directly for the service. Students with limited or no insurance coverage may be eligible for a sliding scale payment or other resources.
